Carlis J. (VerBryck) McCauley
Carlis McCauley, 92, Kokomo, passed away at 5:00 pm Saturday, September 9, 2023, at Waterford Place Health Campus in Kokomo. She was born January 5, 1931, in Howard County the daughter of the late Norris & Florence (Barker) VerBryck. On July 24, 1949, she married her high school sweetheart, James H. McCauley.
Carlis was a 1949 graduate of Galveston High School, and together with Jim they enjoyed more than 70 years of family, friends and adventures until his passing on December 23, 2019. During her working years she was a secretary, starting out at the Howard County Schools Superintendent’s Office from 1950-1960, followed by positions at the Jeffersonville Schools Superintendent’s Office in 1964 and Clark County Schools Superintendent’s Office from 1965-1966 as they moved while Jim worked on his degree in Business Education. Eventually, they settled in Logansport in 1967 and she worked as a secretary for Logansport Community Schools until June 1981. Biography
Dr. Carlas McCauley serves as Associate Professor in the Education Leadership and Policy Studies Department and Associate Dean for Research and Sponsored Programs. Dr. McCauley where he teaches courses on Education Policy, School Finance and Financial Management. Dr. McCauley has worked with states, schools and districts to lead action-oriented research projects designed to create educational opportunities for all students through policy and practice. Dr. McCauley has served as a PI across multiple grants totaling over $10 million. He has led a federally funded national research center and a university led research center supported with both federal and private funding. From 2007 to 2014, he worked at the US Department of Education in Washington DC, providing him with a deep understanding of national trends in education, school improvement efforts and the inner workings of legislative policies influencing local school districts. Who Signs Your Paycheck?
Are state education officials focused on their own state’s needs or are they preoccupied with federal mandates? A review of who is paying state education agency (SEA) salaries suggests that many employees within these bureaucracies have competing priorities—and may have to spend more time meeting federal requirements than serving the students in their states.
While the federal government pays for only a small fraction of public K–12 education expenses around the country, new data reveal that federal funding pays for a significant portion of SEA salaries. In fact, on average, the federal government funds nearly half—41 percent—of the salary expenditures at state education departments in the 34 states for which comprehensive data are available (see Figure 1).
